In J&K union territory, the Department of Libraries and Research runs a chain of public libraries in blocks, tehsils, districts & divisions. The general public has benefited from the facility of the Department.
The Department of Libraries & Research came into existence in 1986. It holds book seminars, exhibitions, and debates at the district level every year to promote the culture of book reading.
It also added the Special Children Corners to Central and District Libraries, and it also helps in the promotion of regional languages of the State. The Department of Libraries & Research has added books on competitive examinations to its library collection.
Collection: Two Central Libraries, namely SRS Central Library, has approximately 60,000 collections, and SPS Central Library has a collection of 40,000+ on varied subjects.
In 2010, due to increased demand from the student community, the Department added special corners to public libraries on competitive examinations like KAS & IAS.
Automation: Department of Libraries & Research has started the Automation and Networking of Public Libraries Project.
Under the Pilot Phase of automation, four main public libraries:
- SRS Central Library, Jammu, 2. SPS Central Library, Srinagar, 3. Oriental Research Library, 4. Hazratbal and City Central Library, Karan Nagar, have been taken up for automation and networking.
e-Granthalya software has used for the automation and networking of libraries.
Digitization:
The Department of Libraries and Research, J&K has a rich collection of rare books in its libraries. Manuscripts are available in the Department of Libraries and Research with various languages and scripts like Arabic, Balti, Hindi, Sharda, Persian, Sanskrit, and Kashmiri.
Digitization of manuscripts has carried out in the libraries and storage of these documents leads to provide the information from generations to generations
The project archive almost 5824 digitized manuscripts so, its the richest manuscripts collections in South Asia.

जम्मू और कश्मीर (J & K) पुस्तकालय और अनुसंधान विभाग
जम्मू और कश्मीर केंद्र शासित प्रदेश में, पुस्तकालय और अनुसंधान विभाग ब्लॉक, तहसील, जिलों और प्रभागों में सार्वजनिक पुस्तकालयों की एक श्रृंखला चलाता है। विभाग की सुविधा से आम जनता लाभान्वित हुई है।

यह राज्य की क्षेत्रीय भाषाओं को बढ़ावा देने में भी मदद करता है। पुस्तकालय और अनुसंधान विभाग ने अपने पुस्तकालय संग्रह में प्रतियोगी परीक्षाओं की पुस्तकों को भी जोड़ा है।
संग्रह: दो केंद्रीय पुस्तकालय, अर्थात् एसआरएस केंद्रीय पुस्तकालय, में लगभग 60,000 संग्रह हैं, और एसपीएस केंद्रीय पुस्तकालय में विभिन्न विषयों पर 40,000+ का संग्रह है।
2010 में, छात्र समुदाय की बढ़ती मांग के कारण, विभाग ने केएएस और आईएएस जैसी प्रतियोगी परीक्षाओं के लिए सार्वजनिक पुस्तकालयों में विशेष पुस्तको को जोड़ा।
स्वचालन: पुस्तकालयों और अनुसंधान विभाग ने सार्वजनिक पुस्तकालयों परियोजना के स्वचालन और नेटवर्किंग की शुरुआत की है। स्वचालन के पायलट चरण के तहत, चार मुख्य सार्वजनिक पुस्तकालय:
एसआरएस सेंट्रल लाइब्रेरी, जम्मू, 2. एसपीएस सेंट्रल लाइब्रेरी, श्रीनगर, 3. ओरिएंटल रिसर्च लाइब्रेरी, 4. हज़रतबल और सिटी सेंट्रल लाइब्रेरी, करन नगर, स्वचालन और नेटवर्किंग के लिए उठाए गए हैं।
ई-ग्रंथालय सॉफ्टवेयर ने पुस्तकालयों के स्वचालन और नेटवर्किंग के लिए उपयोग किया है।
डिजिटाइजेशन:
पुस्तकालय और अनुसंधान विभाग, J & K के पास अपने पुस्तकालयों में दुर्लभ पुस्तकों का एक समृद्ध संग्रह है। पुस्तकालय और अनुसंधान विभाग में विभिन्न भाषाओं और लिपियों जैसे अरबी, बलती, हिंदी, शारदा, फारसी, संस्कृत और कश्मीरी के साथ पांडुलिपियां उपलब्ध हैं।
पुस्तकालयों में पांडुलिपियों का डिजिटलीकरण किया गया है और इन दस्तावेजों के भंडारण से पीढ़ियों तक की जानकारी मिलती है
परियोजना संग्रह ने लगभग 5824 पांडुलिपियों को डिजिटाइज़ किया, इसलिए यह दक्षिण एशिया में सबसे अमीर पांडुलिपियों का संग्रह है।
